Video speed and lighting

I have a video that was made from home movies from the 1940's. The interior shots are dark and the speed needs to be slowed. Does Premiere Pro allow me to adjust lighting (make the interior shots brighter) and slow down the speed so you can view the video at normal time?

You can adjust the speed a couple of ways: Time Remapping and Time Stretching.

Lighting can be adjusted, but the results will depend on how badly the media was filmed and transfered.
