Videos Clear When I Export from Premiere, then Blurry on Youtube

When I export my videos from Premiere, they look good. I've tried them at H.264/Youtube preset and H.264/custom with bitrate 20 / render max depth. But when I upload to Youtube, they're blurry. Thanks in advance for any help!

Do the exported files look ok? If so, check what quality you are viewing youtube in - it is probably low.
