So, just FYI - this is a community forum. Although there are Adobe employees that pop in here from time to time, you're simply talking to other Premiere Pro users like yourself.

From what I know, the WebM format is only available through the FNord plugin and is extremely hit or miss from people. https://www.fnordware.com/WebM/

Some on this forum would say it works fine, but I see people struggle with it all the time. I think it has been several years since it was last updated and maybe it was before Creative Cloud even existed. Others can correct me if I'm wrong here.

On the User Voice website you can vote for issues that you'd like to see addressed. Here is a search for "WebM": https://adobe-video.uservoice.com/forums/911233-premiere-pro?query=webm

You can pick one of those that best matches your interest.

Use ffmpeg to rewrap/remux the file into different container. Very fast, since there is no re-encoding.

Here is my package of scripts, use this one -  "Rewrap (Remux) into [ .mov]"
