Weird project window bugs: Can't delete, can't drag

I've been working regularly since updating to Pr 14.5.0, about a month ago. Just this past week, I noticed I could not select and hit delete to trash a sequence or clip  or bin in the project window. In addition, I could not select and drag an item out or into a folder in the project window. I could drag things to the monitors, and I could drag things into folders in icon view, but not in list view. After much experimenting, I tried trashing my preferences and manually rebuilding them ( I did this with Adobe CC sync paused) and this seemed to work, everything once again functioned as I would expect. But the next time I opened premiere (still have NOT restarted sync) every thing is weird again. Any idea what's causing this?
