These are third party plug ins .. you need to research on google on cartoon plug ins for premiere or comic book plug ins and find which plug in is the most accurate and closest option to the one you want
then import the preset to premiere

It's not an 'effect' like something you just apply to a clip.

It's called a 'composite' of diffent image elements being adjusted, warped, blended, and so on...and it's done by YOU, as there are NO " effects " that address this.  You have to do it yourself.

 Step by step...sorry..... no auto function ( effect ) does this... 

At least I hope not, as that would be a nightmare for me.

This is something you're going to need to do some studying on, I don't think you're going to get a custom tutorial made just for you for free 🙂 I would suggest you look at "blending" "saturation" "bulge effect" "radial zoom" and of course color correction in Lumetri to get the look you're hoping for. Probably need to track the footage too... All of this is much easier in After Effects though and for the most part there are tons of tutorials over on YouTube that will assist you in the things you want to do.
