Jeez. This is the right solution. Many other websites suggest running the 2015 C++ Redistributable to fix the problem, but the link here is to the 2012 C++ Redistributable. Tried the 2015 version several times, installing, rebooting, nothing, rebooting repairing, nothing, rebooting, etc etc, with no traction. But the link here to the 2012 version worked. Crazy. Who would think that you need the older version?

That worked for me, thank you. However, I wouldn't say it's a Microsoft issue when Adobe is requiring a 10 year old version of the Visual C++ Redistributable for Visual Studio.
That sounds like an issue Adobe needs to address.

It works but no, this isn't "a Microsoft issue." An application should correctly install any required dependencies as part of its installation.
