Where is the text layer in the timeline for Premiere 2020?

I am trying to create rolling text in premiere. When I use the text tool (T), I am able to paste text into the Program window for my sequence, but no text later is visible in the timeline. There is not text option in the menu bar, and no option to edit text content or make a rolling effect in Effect Controls or Essential Graphics. Most frustratingly, the text layer disappears after an arbitrary length. The Effect Controls panel has a Graphic sidebar that seems to be a text layer timeline, but it is impossible to adjust the layer's length, and it is not visible in the main timeline.

What is going on here, and what are the steps to edit text including text layer length and rolling effects?
