White Screen Shows on Tutorial Window (Premiere Pro)

So i'm trying to open Adobe Premiere Pro but on it I keep getting a blank white screen on the home page trying to start/open a new project on the home page and I've tried uninstalling and reinstalling it like 4 times, I don't know how to fix it.

But this is what it looks like on the home page.
