Why does my image look so different when it's stopped?

I have a video taken under rather marginal light, at high ISO.   When it's playing, both in Premiere Pro's preview panel,  and in the exported .MP4 it doesn't too look bad.      But when I pause it in the preview panel it looks MUCH darker and grainier.    This is consistent no matter what frame I stop it on.

I've attached two screenshots, one made while it was playing and the other when it was stopped.

 

Why is there such a big difference?

AHa!  That was it.  I had it set to 1/2.  When I set it to full the difference went away.
