Why does Premiere ignore the media creation date/time as seen by Finder and display its own?

I feel like this has been happening for as long as I've used Premiere:

 

I'll shoot with two cameras, in this case a GoPro and an iPhone, and make sure both their times are set to local. Then I'll import all into Premiere, and the 'video creation date' on one will be totally off, as if it's been filmed in a different time zone. Even changing the EXIF data to make sure they're in the same time zone doesn't fix it. It's as if Premiere thinks both cameras were in different countries.....

 

Is there any plan to fix this bug or to allow users to tell Premiere to change what time zone it thinks certain media files were shot in???
