why I cannot change transition duration to a specific number in milliseconds?

Hello, when I want to set the duration of a transition in primier pro for example 00:00:00.150 it cannot happen and Immediatly changes into 00:00:00.133 because 00:00:00.133 equals 4 frames. so I can't set duration unless it's in frames !! why?

Because the smallest duration (unit) for video is a frame.
