Why is there still red bars in Premiere Pro after I rendered the video?

Hi, I had the 'red bar' problem before, so I checked on the internet on how to get rid of it, and it says to render the video, so I rendered it. It worked in the app, but after I exported it, the red bars appeared again.

I already updated Premiere Pro to the newest version and tried reinstalling it. 

Are there any more ways I can try?
