I import a sound file into premiere with peak near 0dB.
If I play it in the source monitor, it plays as expected with the peak nearing 0dB.
However, when placed on a timeline and played the entire wave is reduced by 3dB, so it peaks at -3dB.
If I export this timeline the output file also peaks at -3dB.
Is this an expected behavoir?

Never mind I found the answer in a previous post.
It has to do with mono panning to stereo.
