Why won't playhead stop when I hit stop?

When does stop mean stop? I am on Premiere 14.7.0 on an iMac Pro with a 3Ghz 10-core with 128GB ram.  When I am going double speed in reverse, I hit K to stop it and it doesn't stop until I grab the playhead with my mouse and physically wiggle it around and hit play again.  Any ideas?
