Can't install a graphic I created?

I have created some essential graphics in Premiere Pro and would like to use them in Premiere Rush for quicker edits on mobile and for our social team. I exported them from Premiere Pro (fully created in essential graphics and not through AE which I see is not supported).  But when I got to Premiere Pro on the deskop and select "install graphic" I get a message "We coudln't save this graphic to your library".

How can I resolve this?

I found this similar issue and solution...  Why is this requirement not required anywhere? Huge savings for a lot of people could be resolved!
(Premiere 21 (v15.4) is the newest version you can use for creating MOGRTs for them to be Rush compatible.)
