File in ipad cannot be edited by PC/Mac anymore?

Please make clear that "Is it possible the file in ipad to be edited by PC? "
There are no clear answer in any community.
If it's not possible, it's ok i will re-create the file by PC and uninstall Adobe Premiere Rush from ipad.
I want to know the clear answer, thanks
