GPU vs CPU utilisation

I own a laptop with a descent CPU {ryzen 7 7530U} and inbuilt graphics, however my gpu seems to always be overheating at around 75% due to the lack of power it has, annoyingly whenever i use premiere rush when it renders the video it uses the GPU and maxes it out while the CPU chills at 9%, is there any way i could change it to use CPU instead?

I export at 4K 60fps and all settings are on high

Note: in the photo i added CPU is at 40% because i am running some applications (Not during the editing)

I got your message. You might try adjusting Preferences related to hardware encoding and decoding and then rebooting. See if that helps your situation. You might also try media that is not H.264 or HEVC-based, like ProRes LT. Long-GOP media, especially variable frame rate footage really can wreak havoc on a workflow.
