Gostaria que implementarem uma forma de abrir arquivos da cloud  possibilitando iniciar um projeto no PC e continuar no celular e vice-versa

You can sync your project to the Creative Cloud so that you can work with it on any device or computer where you're logged in with the same account with the paid version of Premiere Rush. When you save a project, make sure that Sync with Creative Cloud is selected. Here's more information:
