Importing a video

I'm creating a documentary for a school project, and I have found a video (clip) on C-SPAN that I screen recorded *I CITED THE VIDEO* and uploaded it through PR mobile, and on the school laptop, and my personal PC, the video is not watchable and just shows a red screen with an exclamation mark. I dont know how to fix it, and it's due thursday.
