Rush info said it was available on Android. I have just purchased the Upgrade and requested a link which was sent by email. I have an android phone and an android tablet and yet apparently neither device is compatible with the app. Please explain!!

Sorry for the confusion. As of now, Premiere Rush is available on the selected devices that are tested by our product team. You can refer to the list of supported devices: https://helpx.adobe.com/premiere-rush/user-guide.html/premiere-rush/system-requirements.ug.html
Also, add a feature request here so that it'll get more eyes.
Can you DM me your Adobe ID I'll get it checked?
