Why can’t you record video directly from the Premiere Rush app?

I was searching for an app that would allow me to record, then edit videos. Alas, after downloading the app, there is no way to record directly from the app which renders the it, for all intents and purposes, useless. Seems such an elementary thing. I can't believe they overlooked it. 

please add the ability to record directly from the app and edit what has been recorded, then label it, save it and have everything needed under one roof.
