Will not sync over multiple devices

Have received this warning for the same video. I know for a fact that it has completely uploaded from my computer to the cloud so I am confused why it will not load in my phone. Have this problem before with multiple videso. Have checked my connections to the internet. I can upload photos and videos from Lightroom just fine but premier Rush won't work on any of my devices.
