I can edit 8d surround sound in audacity and I need to know if I could combine it with video using this software?

As I understand it, 8D is an audio effect, not an audio format. It's still just a stereo or 5.1 WAV or MP3 -- and, if so, you can certainly use it in Premiere Rush.
