Yes, you can use a single subscription license on your Windows PC and your iPad.  In fact, you can use it on your Windows PC desktop, your Windows PC laptop, and your iPad.  

 

Let's say you add an iMac to the mix, you could also have Adobe Rush installed on that as well; however, whenever you launch it on the 3rd computer (desktop or laptop, not iPad), you'll be prompted to log out of one of the other two that your Adobe ID is currently logged into.
