Can you continue to use Premiere Rush by just keeping less than 3 video uploads.

I am exploring Rush and will only be uploading 3 to 4 videos a year from holidays I take.  I have the CC basic account and do not want to spend a monthly feel to use Rush with so little use.  The starter version says you can have 3 uploads.  Does that mean as long as I have no more than 3 uploads I can keep using it indefinitely?  Or does it mean I just get 3 uploads and once I've had 3, the free version is over?  If the latter is the case, what options are there for someone like me who is only going to be a casual user of uploading videos?

Thanks for trying out Premiere Rush and highlighting your doubt.

Premiere Rush free starter plan gives access to all the features of the app but limits export count to 3. Currently, this is a lifetime limit. Though Rush trial won't expire ever i.e. one will always be able to use all functionality of the app.

Moreover, Premiere Rush is available by default with Premiere Pro subscription. If you have Premiere Pro subscribed, you will be able to export countless times in Premiere Rush.

Which plan are you subscribed to? Rush with unlimited uploads is included with the All apps plan.

I have the $9.99 plan so I don't think it's the all apps plan.

In the Rush desktop app, you're limited to three video exports (total/lifetime) with the free Starter Plan.

 

For the Rush mobile app, there is no restriction on the number of exports – it's unlimited. Note the free (Starter) mobile app does limit some functionality. More details here:

So technically if you want to continue using Rush past three exports without upgrading, you could consider using the Rush mobile app instead.

 

But note that Rush also offers a month-to-month subscription option (instead of Annual/12-month), so you could just subscribe only for the months that you need it (like the holidays, in your example) and then cancel it otherwise:
