How can one gain access to a customer service representative?

It seems impossible. Good job for Adobe. 

This is regarding double charges.

I have emailed Adobe (rushmail@adobe.com) and Google Play Store. 

Google's response: 

Hi,
 

We received your refund request of $10.66 for Subscription (Adobe Premiere Rush — Video Editor), Transaction ID GPA.3356-2685-3007-98476..0, but we can't provide a refund for this purchase because it doesn't meet with our policy. We apologize for any inconvenience caused.

If you need help activating or using an item that you purchased, it is often faster to contact the developer directly. You can find developer contact information on the app's page in the [Play Store] under the "Developer" section or on your order purchase receipt.
