Importing mp4 that was 3:00 minutes into Premiere turns it into 2:23:00 clip...?

Basically the title. I recorded some game footage using OBS Studio into .flv format. I converted the file using VLC media player to H.264. Checking the file, its still the original duration of 3 minutes. However, if I import the media file into Premiere Rush, it sees the thing as more than two hours long, stretching each frame into several seconds. I'm completely bewildered. I've attached a google link to the converted file so you can take a look and see if it does the same thing.
