Is Premiere Rush, the full version part of the 20G Photoshop plan?

Is Premiere Rush, the full version, part of the 20G Photoshop plan? It tells me I have 3 exports before I have to upgrade to $9.99 a month. It also says its part of the plan. Any help is greatly appreciated.

Hi jespo, 

No Rush is not part of the Photoshop plan. Rush is available as a standalone app, Premiere Pro plan, and All apps. We have heard from users that the wording inside the Creative Cloud app is confusing and we're working to improve that in a future update. Sorry if it was not clear.
