Hi!

This happens every so often. The first thing I recommend trying is 

1. Log out of the Creative Cloud app

2. Close all your Adobe applications that may be running 

3. Reopen Creative Cloud

4. Try to download again

I am having the same issue and the article mentioned did not fix anything.  Were you able to figure out your issue?

It did work after a few tries, been working ever since
