I ahve Rush and I upgrade the storage plan about an hour and half ago. Big surprise! It didn't work. So I'm currently at one hour with someone named BHARAT who's giving me advice like disconnecting from the Internet and switching to my iPhone hotspot while I continue to watch the syncing wheel spin claiming that the file is syncing but it's been stuck at 714.5 MB for the last hour that I've been on the chat. This is a perfect example of what happens with monopolies. They don't give a damn about you or I.

Moved to the correct forum, please add some more information about how you upgraded the storage plan.
As far as I can see you do not have any existing plan connected to Premiere with this AdobeId, you do however have 1 TB quota.
Please let us know if you are still running into this issue.
