Rush stuck on load

Just the blue circle, create new project is gray. the app is responsive, but nothing can be done. 

 

I already uninstalled, removed the Documents folder, logged off, rebooted, logged on reinstalled and retried, nothing works 

 

If I try to do the tutorial, it will fail on processing media, if I just skip the tutorial, will get stuck anyways. 

 

This laptop has windows 10, 24 GB of RAM, SSD, and is capable of running full Premiere, so I don't think hardware is the issue here
