Sync not working from OSX to IOS/iPadOS says: "Some media can't be found"

Created a projecto on OSX premiere rush and given it ample time to upload,  it's a 3 minute video and i've left the project open all night just to be sure,  there are no status indicators showing partial upload so It appears that it's all uploaded.

 

When I go to use rush on any of my mobile devices I get an error that says:

"Project Status

Some media can't be found.  This is usually caused by an upload from another device that hasn't completed.

..."

 

To try and solve this i've tried:  signing out of and closing creative cloud then restarting my computer,  signing back in and re-opening Rush (like the troubleshooting guide recommends)

 

Logging ouf of CC on mobile devices and restarting them, then deleting local data for the projects that are not working, and trying to re-download them from the cloud... but still error still occurs 

 

I do have other projects that download just fine from the cloud on my devices.
