Adding toolbars/titlebars to WebHelp Pro

Is it possible to add additional toolbars to WebHelp Pro, such that something like:

example1.jpg

Becomes like:

example2.jpg

I don't see why it wouldn't be possible, I'm just having trouble sorting through the various output files.

RoboHelp's tools can only go in the top toolbar. What would be in the bottom toolbars?
