Can't publish any projects to new v7 server

We recently upgraded to RoboHelp Office v7 and Server v7. I am installing to a new server (not upgrading over our old v5 install).
The server seems to be installed and running fine, but I can not connect and publish WebHelp Pro from the Office 7.

Error reads:
Publishing has been cancelled.
Connection failed. Please check the connection and post again. Native error: A connection with the server could not be established
.

I can successfully connect from the client system to the server for web admin.
Operating System: Windows Server 2003
Web Server: IIS 6.0
Browser: Microsoft IE
Database type: SQL
Application server: ASP.NET

Hi - I have seen this message. I think what you are saying is that the server appears to be up as it is responding in other ways (i.e. serving up Help files and responding via the admin tool).

We have the same OS and Web server software. The way we work around this is a hard server reset (i.e. power down/up). A software reset will just not do it.
