I am running TCS3 (FM to RH) on an XP machine and a Win7 machine. The file sets are nearly identical, except that the names are incremented numerically for version number (e.g., NAME_3-XTCSR-CVR.fm (XP) versus NAME_4-XR-CVR.fm (Win7)).
I have ensured that each of the help systems generates/works as intended on each system, but there is one stubborn issue with .chm files generated on the Win7 machine. When I generate a .chm on the Win7 machine, despite that the (HTML Help Options - Microsoft HTML Help) "Default Topic" and the (Window Properties (HTML Help) | Advanced Properties | Destinations) "Home" point to the same file, the only time the "home" page will display is when the .chm initially loads. Thereafter, whenever I press the "Home" button, I receive the "informational" message "This program cannot display the webpage". Again, this only occurs on the Win7 machine, and only in .chm help.
A "Properties" check of the initial "home" page yields:

Any help will be very much appreciated. I have exhaustively checked the configurations, and other types of help generate systems as intended.

Your post seems to suggest you believe both of the items you mentioned are the same topic. But the images you posted clearly indicate that these are two completely different topics in two completely different locations.
Your default topic is:

Can you please post a screen capture of the Single Source Layout recipe as well as the Advanced Window Properties for the file?

As I reported, all is well if generated on an XP OS machine but not if generated on a Win7 machine. The cover (home) page loads as intended at init, but not if the Home button is pressed.

No, I don't believe they are the same topic, but rather that RH should think for me, saving me the tiresome task of actually having to check that I'm being consistent...
I remember thinking when I spawned this version, "Wouldn't it be great if Adobe had a 'Select' button here [i.e., Advanced Windows Properties | Default/Home], so I wouldn't have to go back and copy/paste the path for these things?" Too bad I didn't actually DO that at the time...

I really wish hordes of folks would pound Adobe by submitting swarms of Feature Requests for changes in this area. Indeed, long ago I suggested precisely what you are saying. It would indeed be nice if we had a file browsing icon that allowed us to choose topics that way.
What I suspect is the unfortunate reality here is that Adobe sort of sneers at the CHM output type. After all, they want everyone to adopt their new AIR Help format and they likely see that format as becoming a standard used most often. So they likely don't view making changes to those CHM dialogs as holding any return on investment from their side. It's like an unwanted elder person being shoved into a rest home and ignored until they die. Sad, but true.
One way you might easily overcome this would be to configure things to always point to the same file. Then you would simply configure the file you pointed to so it contains the information. You could do that by directly changing the page information or by using a redirect to point it to the new desired file.
