I am having issues with corrupted characters appearing in the TOC for Romanian when I create a CHM.
These corrupted characters should be displayed as È™ and È›, but for now they were displayed as ? in the generated CHM file.
All of these characters are fine in hhc file. And when i use these files to created Webhelp file it also works.
These corrupted characters only appear in the TOC of chm file, the È™ and È› characters can be displayed correctly in the body of the article.
What is the cause of this?

This is mostly a user to user forum so answers come when other users have time to pop in to see what needs answering. If you want faster responses, I think you will need a paid support plan with Adobe.
Have you successfully generated a CHM in Romanian before? I ask as I believe the number of languages Microsoft supported in the compiler might not include Romanian. See Microsoft Compiled HTML Help - Wikipedia
Whilst Adobe can support other languages for other help formats, everyone is limited by what the Microsoft compiler supports.
