Will I need to know HTML5 if I upgrade to RH 2022? I have been using classic 2019 and do just fine but think we need to upgrade.

With all versions it has been useful to understand HTML and CSS but possible to work without such knowledge with one proviso, straightforward content.
2019 came in both Classic and new UI formats. Before you upgrade, try the 2019 new UI version you already have. My site covers both 2019 and 2022 in quite a bit of detail. See the topics that cover the differences.

I asked in case the answer was CHM only as then there is little point in upgrading. For you editing will be different but shouldn't give you any issues that you can't deal with or get help here.
Play with it in the 2019 new UI that you already have access to.

HTML5 is the output format. It was used for Responsive HTML output in Classic versions too. No significant changes when using RH2022 to create the same output except for WebHelp - which is now Responsive HTML5 with the responsiveness turned off.
