Entries appearing in wrong place in toc of merged project

We've been working with merged HTML help projects for a while and have always added merged projects to the root level of the table of contents in the master project. Now, we need to add a slave project e within a book that already exists in the master project. When I do this, the slave project does not appear where I want. Instead, it appears one level farther down than where I put it. I have tried everything, even modifying the .hhc file directly. Nothing seems to work. I just can't get it to appear where I want. Any suggestions?

Under the book in the master you are creating the reference. The TOC from the child should then appear there. What is being inserted between the book and the TOC from the child?

Unfortunately there is a bug with this when using RoboHelp. The only workaround I'm aware of is to step outside of RoboHelp and use the Microsoft HTML Help Workshop (HHW) to compile the project. But if you do this, there goes the ability to use conditional build tags and conditional build expressions.

At one point this feature was broken (I understand it's really a bug with the HTML Help compiler and the structure of the .HHC file) and it was corrected for a few RoboHelp versions. But later versions of RoboHelp broke the ability.
