Unfortunately there is a bug with this when using RoboHelp.
The only workaround I'm aware of is to step outside of RoboHelp and
use the Microsoft HTML Help Workshop (HHW) to compile the project.
But if you do this, there goes the ability to use conditional build
tags and conditional build expressions.
At one point this feature was broken (I understand it's
really a bug with the HTML Help compiler and the structure of the
.HHC file) and it was corrected for a few RoboHelp versions. But
later versions of RoboHelp broke the ability.
