expanded toc using code

Answers to this question in the forums say that to generate webhelp with an expanded toc requires using 508, thus eliminating other features. However, has anyone tested under-the-cover methods?

This link looks useful. Because it's for docbook perhaps it would need tweaking, but seems like it might run in the css file.
