Footers Robohelp 2022 3.93

I tried asking this yesterday and didn't get many responses so I'm trying again.  My footers are def weird.  Does anyone know why this random yellow "banner bar" is showing up down at the bottom of the page and how can I remove it?   When I toggle the static footer option in my template editor nothing changes.  I created my footer using a topic layout which I have then added to the topic layout line of the frameless preset.  The footer ends up in the middle of the page right underneath the content.  To move it this far down I added a bunch of returns (but I'm sure that is not the best way to accomplish this.) What is the static footer option for if not to do exactly what I'm asking which is to put the footer in the correct spot and keep it there?   Something just isn't right.   I see a bunch of stuff online about the very same behavior as I'mdescribing with the footer showing up in the middle of the screen on a topic where there isn't much content.  (A short topic).  I would like for the footer to still be at the very bottom even if little to no content on the page.  I'm not even sure where to make the changes that I'm reading about online because with Robohelp we have the templates and presets.  I'm lost.  Any help is appreciated.  Thank you.

 

Oh, I also would love to know how to change the size (height) of these banners I'm talking about.  I need to increase the distance between the top of the yellow footer bar and where the logo begins in the upper left corner.  Thanks, again.

Please don't start second threads, just add something to the first one. People can't always answer immediately. It's that or no one knows and repeating the question won't change that.
