Using Responsive Azure Blue and selecting Tablet mode, the header suddenly disappears if I select a topic from my TOC, and then click the Home logo link in the header. This same behavior can be seen in the Azure Blue preview in the RoboHelp, and not just the generated output. Anyway to stop the header from disappearing in Tablet mode?

Which version of Robohelp are you using? If Rh2019, is it Classic or New UI? Please include the full version number including patches.
Please also use the Insert Photo icon to add screenshots inline with the text. It makes it easier to help when the images and description are visible at the same time.

The header only disappears when using the Azure Blue and Azure Blue RTL, and only in tablet screen size.
For sizing the screen, the Responsive HTML output does react to sizing like it should going from desktop to tablet, to mobile. However, if you are in tablet sizing and start to click on topics, and then select the home logo, that is when the header disappears from view. It almost looks like the screen is shift down.
What is even more interesting, is when I set the header to show in Mobile, the header will not disappear in the same way when I am in mobile screen size. But it still will do it in tablet size. Desktop size seems unaffected.
Other skins do not do this.

I wouldn't use that for serious behavioural tests as I don't think all links, etc would necessarily be rendered correctly. I view it as a "mostly right" view for design purposes only. For functionality, I would only use the generated output to ensure everything has been put in place correctly.
To rule out some customisation, you could try creating a new Azure Blue skin. Just give it a slightly different name.
Another test would be to use one of the sample projects to see if it also happened there.

I have tested this multiple times with Responsive output not just in the preview, and also used the original Azure blue template and RTL template default without any changes, and the same thing happens everytime. I just mention the preview to say that this is not just an output issue, but is in the preview, as well.

I don't have a copy of RH2022 to check right now and unfortunately I don't see the same behaviour in RH2019 which might offer clues.
There aren't many customisation options in Responsive skins. And you've said you already played with the "show header on mobile" setting.

Another workaround might be customising the Charcoal Grey skin to look like the Azure Blue one. It's generally the same except for the colour scheme (although in Rh2019 it's missing the User Assets section in the Layout tab - not sure if they fixed that in RH2020 or RH2022...)

There is a bug whereby the colours apply to both mobile and desktop. Adobe are aware of this.
