Help Content Not Generating

Hello!
I have two AIR questions:
1. When I generate an AIR file for a URL for a co-worker's test box, all I get is the template and skin -- no help content. I completely deleted all AIR docs and layouts and started over, using my company's URL, and I got the help content. When I created a new layout using my co-worker's URL, there was no content. I deleted everything again and used only his URL (thinking that maybe you can only have one AIR layout at a time). Still no help content. Does this make sense? What am I missing? I cannot see what could be controlling that, as far as the AIR windows are concerned. When the output is created, it goes to the folder that RoboHelp created for that AIR layout. When you double-click the AIR doc, all you see is the template.
2. I am not getting the toggle button that enables the user to use only the offline help. Where is that setting, or what am I missing?

On 1, did you both use the same digital signature? Not sure if that matters but worth looking at.

There is some information on my site about that. Although RH7 related, I think it is still the same for this aspect.
