How do I design a skin from scratch (Robhelp 8 HTML)

I need a skin that will match the 'look and feel' of our software. This means that I will need to design a skin completely from scratch. How do you create a new skin completely from scratch? Can you do this within Robohelp? Is there some software our there that you can use to create skins?

I wouldn't assume you need to start from scratch as the skin editor allows you to change quite a bit and I have seen some very nice customisations done using just that.

If you do need to go further, you will need to point a Flash Developer at an existing skin and let them work their magic.
