How to add an "About" topic in a Blank Project

How do I add an "About" topic (About.htm)? I guess the About topic is present in all templates by default, but I can't seem to find the way to add one when I'm creating a blank project. Is it possible to add an About topic in a blank project?

Hi there

Normally I will simply create a topic and name it "About". I'll also typically add it as one of the Toolbar buttons.

You configure the toolbar buttons in the Window properties.
