How to open a topic from external link with TOC showing

RH9, WebHelp Pro. When we create a shortcut to a topic other than the start page (for example a desktop shortcut), and then click from the desktop, it displays the WebHelp topic page with the TOC hidden. This is even though by default our TOC is showing when the WebHelp start topic is launched via the "Index.htm" link.

Is there a format for shortcuts that will force the TOC to be open on launching the topic?

I don't know anything about Robo server, but the following script works for WebHelp and might also work for WebHelp Pro: http://www.wvanweelden.eu/robohelp/skinning_webhelp/always_show_navigation_pane
