I can't select "Apply framemaker template before import"

I am running Technical Communication Suite 3.5 on Win 64. I am trying to import a Framemaker file into a blank project in Robohelp but I get stuck when trying to use the option "Apply FrameMaker template before import". The option is greyed out and it can't be selected. I cannot figure out why not. Can anybody help ?

To run your FM content through a FM template, you need to be Linking, not Importing.
