I think the closest you will come to this feature is perhaps the DHTML Expanding or Drop-Down text. Basically this creates a link your user clicks to see the expanded or dropped text.
Other than that, it will be a very manual process. Configure the indication of a footnote. Then at the bottom of the topic, insert text for the footnote.
