Exactly. Otherwise you would be publishing the same thing to two locations. If you only need the  output on your PC you just generate.  Then you can move it by other means such as zipping that and passing it on to developers. In other workflows you might want to publish straight to a server or some other location to which you cannot generate direct as passwords etc are needed.
