I recently came across this help layout on a RoboHELP 2015 page.

This is a rebranded version of the Azure_Blue layout included in RoboHelp 2015. Rebranding is done in RoboHelp itself. If you download a RoboHelp 2015 trial, you can create a similar layout in minutes.

Thanks, so this is basically an HTML5 layout with the sideways tabs and so forth?

Yes. It's the new markup introduced in RoboHelp 2015. It's part of the package.
