Merging AIR Help Failing. I have tried everything?

Hello,

I have read through the other discussions, read through the help and watched I have vids from the evangelist but for some reason I am unable to get the project to merge. I have used the Tool Air Wizard and have created the XML file in the project folder with the parameters listed below.  Is there something glaring that I am missing?

<contents>

<data id="contraxxhelp" label="Contraxx Help" onlineurl="" offlineurl="file:///c:/ContraxxRHA/ContraxxHelp.rha"/>

I figured out the problem. The helcnfg file was labeled .helpcfg.text.

Using notepad added the .txt behind the file name, even thought I named it with the xml extension.
